Remote desktops for 5 people, how?

Hello. A start-up non-profit organization of up to 10 people needs a server (sort of like a remote desktop) so that each person can connect to their screen and run browsers with a large number of tabs, office applications, graphic editors, from their simple laptops, in fact, all applications that he can run on windows but on a laptop with low power. But in all these terms, we are lost, what kind of remote access, remote control, remote desktop.
We need specifically two or three browsers per computer, an android emulator like nox, instant messenger applications, a graphics editor, and so that all this is launched at about the same time, and installed on a rented server with saving data

You install Windows Server on a rented server, configure RDP access, protect it from attacks, and look for an administrator who will support it.
Create users, give them access data and go.
Or what is more expensive, but "out of the box" - ready-made cloud solutions like https://azure.microsoft.com/en-us/services/virtual...
