Remote desktop control?

There are 2 cars:

  • Windows 10 Pro server
  • linux client

On Windows 10 there are 2 local users. It is necessary to organize remote access to Windows 10 so that both users can work simultaneously: one locally, the second remotely, or both remotely.
I read about ways to bypass RDP restrictions: the method with editing a dll file through a HEX editor is not suitable, because Windows has access to the network and will be constantly updated (updates cannot be disabled), which may overwrite the changes made.
The method with installing the RDP Wrapper layer (v1.6) did not work - after installing according to the instructions, the RDPConf application writes that there is no RDP support ([Not supported]) and, in fact, nothing changes: when a local user logs in, the remote connection is disconnected and vice versa, even if logged in as different users.
Tell me, what other ways are there to connect multiple users via RDP?
Other cross-platform programs are also acceptable, but they must work without a local user login. Those. turned on Windows, it loaded up to the user's choice and that's it, there is no local access to it, you need to log in remotely and work, but so that the user under whom the login was made could not log in twice - no one should see what the connected user is doing, the joint work of the local and the remote user must be excluded, and the remote user must have priority.

According to: the License Agreement, the Professional edition package, the number of CAL licenses provided for the client OS - ONLY ONE WORKING SESSION, either local or remote, is POSSIBLE.
If you require the ability to have more than one session at a time (local and remote, or multiple remote), and you do not want to violate the terms of the license agreement, lose the right to support, and do not risk the law, then for this task you need to purchase Windows Server and several license CALs.
If you need the ability to break into a session, buy a third-party remote administration software.
