Maybe. Connect this database through any component (there are at least two options, one of them, for example, ODBC) and use it.
But this was a good decision 10-15 years ago: and delphi is not a high-quality / convenient programming environment, and Access is a wild glucodrome.
Modern declarative tools like AngularJS are the way to go.
