Remote access to a computer with the ability to video and games?

Good afternoon!
The next task is to provide remote access to a computer with the ability to watch video and run 3D applications with an acceptable FPS (15-20 at least).
The OS on the computers is Windows 7. The remote computer is on the same 1 Gbps network as the computer from which they are connecting.
What have already been tried:
1. TeamViewer - very bad, when you start any game - FPS drops to 1-2. Not satisfied.
2. Built-in Windows Remote Access - works faster than TeamViewer, but still - very, very bad.
What can help:
1. I recently read about Remote FX, judging by the description - what you need. But, as far as I understand, it is not currently available in Windows 7?
2. KVM over IP. Device type:www.dlink.su/dlink/kvm/dkvm-ip8/
Tell me, who tried it - how suitable is it for my tasks? 20-25fps at a resolution of 1280x1024 with a minimum latency - will it work? Because such devices cost about 30,000 rubles, I would like to be sure before buying whether this is what I need.
Maybe there are other options?

Try TightVNC. 3D seems to support, I'm not sure about FPS.

Any solutions for remote access in one form or another with optimizations transmit a picture (jpg / png) of the desktop, they can transmit it in parts (for example, only changed elements). Watching movies and games in this version will always lag or scatter the picture.

There is such a product - streammygame.com is designed for streaming games over the network, the product is commercial, but there seems to be a free version with a resolution limit of 640x480. I can't say more, I haven't tried it myself.
And IP-KVM is unlikely to suit you, they solve somewhat different tasks
