How to let forgetful RDP users change expired Windows (not AD) passwords themselves?
Something very easy to install and use is desirable, for example, a simple page opens on some port, the user enters the username, old password, new password (2x) and the password is successfully changed and the account is unlocked.
There is no particular difficulty in installing and configuring something, so if this is some kind of python script made on the knee, it will also do.

it's well written here.
In short:
1. If you run out of passwords, you can turn on RDWeb - there is a possibility to change it.
2. act proactively: enable a setting that warns users about changing passwords N days before expiration.
