How to connect to a network folder created on a Mac Mini?

Good afternoon. I have a Mac Mini running macOS Sierra. An external hard drive is connected to it, on which a folder has been created, access to which should be provided to users of the local network.
On a Mac, I created a user with "Public Access Only" permissions and gave him a password. In the properties of the network folder gave this user the rights "Read and write".
The problem is that when I try to connect to a network folder from under Windows (I enter the details of a local account created on a Mac Mini), an error message appears:
"Failed to map a network drive due to the following error:
Not logged in: There are restrictions associated with the account. Possible causes: Blank passwords are not allowed, logon times are limited, or group policy restrictions are applied."
Tried the same on another Mac. As a result, everything works. Experts, what could be the problem and how to solve it?
