Release device on Qt. Can I legally not pay for older versions of Qt?

We want to release devices on Qt + Rasperry Pi. What license restrictions allow you not to pay per item and per seat?
If we fall under the Small Business threshold, then it's okay - $ 500 a year.
But for the devices they do not have a written price for the workplace. https://www.qt.io/pricing

Maybe you can build some conditionally ancient version of Qt (5.8 for example) and sit on it?
From Qt, simple functionality of QML, JSON, Serial Port is used. No Charts, WebEngine.

If the user, theoretically, can relink your binary with a modified version of Qt, then you can pay nothing for the device, use any version. And if this rule is violated, you need to pay for the old one in the same way.
