Reinstalling os x on a mac?

I deleted all OS X data from the poppy, and installed windows, now the computer is buggy and so on.
1) How to reinstall a poppy? (Is it possible to reinstall it yourself by downloading Ios from the Internet)
2) WHERE TO GET THE DRIVER?
