Reimbursement of funds to the card in case of a canceled transaction

I made an order in a Chinese online store, after payment I was forced to cancel it. The seller made a refund, but for some reason PayPal returned them not to the card, but to my balance.

There was already a similar question in the Q&A , but the funds were "refunded" to the card on the same day.

Answer from PayPal:

Thank you for contacting PayPal regarding the refund that you received. I'm sorry that you have experienced this difficulty. I am pleased to assist you today. Firstly, allow me to apologise for the delay that you have experienced in receiving a reply to the email that you sent us on the 3rd of April.

I have reviewed your account and I can see that the funds on your account are due to a refund of $167.99 USD that did not complete back to your card. For this reason, I have escalated this issue to our technical department, and the funds will be posted to your card ending in xxxx8992 manually. This should occur within the next 14 days, depending on your card issuer.

Again, please accept my apologies for the inconvenience that this has caused you, and note that we appreciate your patience and understanding in this matter.

It is my pleasure to assist you in resolving your issue. Thank you for choosing PayPal.

A week after that, the money was sent to the card.

When refund transactions are made, the money is returned to the card. But they will come to the card within 3-5 business days, this is such PayPal's "quickness".
In your case, there are 2 options:
1. They did not make a refund, but a regular transfer - accordingly, the money got into the account.
2. PayPal error. Recently (2-3 weeks) there are more and more such cases, I see the 7th before my own eyes. Also on ebay-from there are more such topics. The stick is doing something.
You should write to the technical support of the stick and ask to return the money to the card. They do it without problems.

I read on the Internet about such situations and everywhere they write that canceled transactions should be returned to the card. (True, the terms are different from 2 days to a month). But I myself had the same situation and I was also returned to my PayPal account. True, I was not particularly upset, since with PayPal there is where to spend them.
PS At least it's better than if they were left on the account in a Chinese store.
