Reference resources on the preparation of TOR, what do you recommend?

Preparation of terms of reference

No, Google didn’t ban me, but along with a million information, there are just as many questions.
The task is to draw up a TOR for the development of a service site. Not that we were looking for a template or some kind of example, but still - what are the main / key issues that should be reflected in the TOR? Having read Agile, I don’t feel like writing a super detailed technical specification, but you won’t get by with a superficial description either.
Advise something travel that can be read on this request.

What are the checkpoints between the previous paragraphs
If you have an understanding of how to break the task into smaller pieces - do the same for each piece
For each stage, make (invent) a metric (a number that is not taken from the ceiling) of the success of its completion
