It all depends on who you are in the development process)). If you are a customer - TK is outside your competence, you are obliged to provide requirements for the system, on the basis of which the TK will already be made by a specialist. The point here is this: not a 100% specialist wants to shoot his own leg for his own money.
For example, recently there was a question about using redis as the only database, i.e. and payment transactions to store there and everything else. From the point of view of speed - yes, it will work faster, but in case of any sneeze - the system will fall.
Or another question on the same site: what language to take, so that competitors don’t see through at all, so that it would be so complicated and blah blah blah. It's just stupidity.
The TK itself usually consists of:
1. Terminology.
2. General system requirements for installation principle and performance. For example: OS: debian, PL: Golang,..
3. Description of the project structure and main modules in terms of their purpose. For example: the news module is intended for blah-blah-blah...
4. Description of each module on a page-by-page basis with the obligatory indication of output data and control elements. Typical blocks (for example, an abbreviated news block) should be considered separately, referring to them in the module.
5. Signed details of both parties.
TK cannot be taken and done like this, this is a process in which coordination with the customer is mandatory. The fact is that after signing, no changes are made to the TOR.

You can try to disclose the requirements of the TK to focus on the ESPD GOSTs and 34. series, from the USSR. There about systems and programs. But you can somehow take something for modern online stores. Also look at Western specifications, examples, google.
In general, TK is a set of requirements, the more and more clearly they are stated, the less problems with the customer later. Naturally, the TOR must be agreed between the contractor and the customer.
Do not forget to apply various applications in the TOR, from interface prototypes to business logic and schemes.
