Redmine role for each tracker?

Hi all! :)
Tell me, please, by what means can I make different roles for different trackers in one project?
For example, you need to:
1. use observers in one tracker, not in the second
one 2. allow viewing of common tasks in one tracker, and make only those available to the user in the other tracker.

ps if I connect 2 roles with different trackers, then the permission for observers goes totally to all trackers, even those that are not in the permission below
