Redmine. How to set up the ability for the user to "take" a task?

The manager creates a new task and does not assign it to anyone. Observers are notified. An observer can log in and assign a task to any user, incl. even the manager, or no one at all, if you limit his rights.

Task: The observer\user should be able to assign a task to you only. In other words, take it.

How can such a thing be achieved?
