Redirect or 2 sites?

Hello, what is the best way to deal with this situation. There are 2 domains test.ru (main) and test.rf.
I wanted to redirect from the Cyrillic domain to the main one, but then I was asked a question, what is the best way? 2 copies of the same site on different domains, or a redirect?

If you don't want to get an affiliate filter for trying to promote two sites of the same company/owner using the same request pool, then do a 301 redirect.

In your case, it’s not at all clear why the hell is the Cyrillic domain? If it has no weight, then what the hell it is not needed.
