How to uniqueize site pages for different cities?

The question is, suppose there is a site site.ru (online store), it has a category of toasters - site.ru/tosters and, accordingly, this category is available with cities - site.ru/tosters/moscow, site.ru/tosters/spb

B This category differs on the pages: the products themselves (the products are shown randomly (they are shown randomly, 20 products out of a total of 1,000)) and the city name itself in the title, description and description, everything else is the same.
Yandex throws these pages out of the index with a mark of insufficient quality (most likely a duplicate content), who faced this and how did they solve such issues with the indexing of such pages?

Firstly, I would recommend changing the order of the arguments in the URL, putting the city in front of the category (which is logical), and if the prices and other descriptions are the same, add unique data such as local store contacts, your local map etc. And if it’s not at all scrap, you can put pictures in a hat with views of the city, and instead of a dull white background, make pictures of goods against a translucent picture with local attractions, and the names of the pictures with the city in the name.
