If site.ru and service.site.ru have different IPs and the web servers do not use virtual hosts (i.e., they do not determine the site by its name), then you can specify the service.site IP address for site.ru in the hosts file. ru.
In a more general case, you need a transparent proxy, which is not in Windows.
Usually a transparent proxy is installed on the host that is the default gateway, but there may be options with installation on the local host, which would intercept all traffic and replace what needs to be. I saw similar proxies in some paid software products, I don’t know if there is such a free solution.
