Choose KPIs, bring them to the attention of employees and evaluate their work according to these indicators. If some employee manages to achieve the desired indicators in two hours without violating deadlines, and then sits on entertainment sites, then what difference does it make to you?
Understand that all these tracking programs can be bypassed. For example, I personally saw a person sitting and I pulled the mouse for several hours, but at the same time I watched movies from my personal tablet.

Use Scrum. Make a work plan, coordinate it with the employee. If he manages to do everything, then what difference does it make to you that he sits in the social during the day. networks or on YouTube? If you don’t have time, then here’s an indicator for you that it’s time to fire.
