Recommend an app for Ubuntu

The task is to send comments to employees directly on the image (a la business lynch by Lebedev). They send me a picture - I respond with a picture in which the arrows show the shortcomings, and the arrows lead to blocks with a description of the shortcomings.

Any raster editor, for example the same gimp.
The easiest option, here is to directly use such shapes in LiberOffice Draw
. Or draw in any vector editor, for example incscape, curly arrows that you would like to use. And then work with them.

Shutter . You can take screenshots (or upload images) and draw on them. There is also an export to Imageshack and many other goodies. For Ubuntu, you can add a ppa repository:
sudo add-apt-repository ppa:shutter/ppa

If you look at images through a browser, look towards awesomescreenshot.com/
browser plugin, it takes screenshots and allows you to comment and upload images to hosting, literally in 3 clicks.

plugin for Firefox
allows you to immediately cut out a piece of the page, correct the text, etc., and upload and get a link.
