Through a 3G modem and a simple bash script it is quite possible.
And the operators also have software “for the smallest”, which somehow knows how.

Two options:
1) Buy any USB modem, insert a SIM card into it. The program from it is similar to a mail client - there are Inbox, Sent, address book folders.

There is another option, rent a short number from a content provider ... There you can configure what to do with messages from it.
All sorts of SMS-chats on the TV screen and so on.

There are so-called SMS gateways. Many, in addition to sending SMS, have the opportunity to buy a federal number for receiving SMS, which you can receive either in your personal account, or using the API or your own SMS gateway application, if available.
