Received an email from PayPal. What's the best way to do it?

Good day to all.
I am a freelancer, for the last 3 years I regularly (every month) received payments to PayPal, after that I withdraw money to the card linked to the account. Now I am constantly working with one customer, the amounts come in about $ 7200 monthly. There were no problems all the time. For each transaction, PayPal takes $320 from me in the form of a commission. My account, as I understand it, is for an individual. I received this email from PayPal:

Follow the steps below to download the information.

1. Log in to your PayPal account at www. .paypal.com.
2. Go to the "Resolution Center" section.
3. Click the "Resolve a problem" tab in the "Actions" column.
4. Select Upload Files.
5. Click the Browse button and select the first file you want to attach.
6. Enter a name for this file.
7. Select the type of document to be loaded. 
8. Add a description for the file.
9. Click Attach File.
10. If you need to add more files, repeat steps 5 to 9.
11. Click Submit Files to finish uploading files.
Note. Please note that not all pdf files are viewable on our system. We recommend that you submit documents in jpg format.

Questions :
1) What is the best way to answer this letter?
2) Can PayPal submit information to the tax office (can they check the fact that I paid taxes for all years)?
3) Can I now seamlessly switch to an individual entrepreneur and pay taxes from the current moment?
4) If I don't respond to this email at all and leave PayPal, could there be any problems?
PS I did not register the IP right away, because. I did not think that freelancing would result in something serious.

After 600t.r. per year, such letters of happiness can be sent by any payment systems / banks working with Russia. And after 2.5k rubles a year, you can get a criminal offence.

And in the sense of a clean issue? indicate the number of the currency account of the card and pour it there until a request comes from the bank, and then just change the bank?

1) Как лучше ответить на это письмо?
Если на счете денег нет, то никак не отвечать и просто бросить аккаунт.
2) Могут ли PayPal подать сведения в налоговую (могут ли проверить факт того, что я платил налоги за все года)?
Если Вы отправите им свой ИНН, то все данные будут сразу в налоговой РФ и у Вас будут соответственно проблемы.
3) Могу ли я сейчас безпроблемно перейти на ИП и платить налоги с текущего момента?
Откройте ИП, валютный счет и работайте через банк без проблем. Даже если кто Вам платит будет ставить при оплате банковскую комиссию за счет получателя, то это будет меньше 320.
4) Если я вообще никак не буду отвечать на это письмо и уйду от PayPal, могут ли быть какие-либо проблемы?
