How to make a portfolio for freelancing?

Hello!
I want to work as a freelance layout designer, for this, of course, I need a portfolio. Where can I get layouts for layout? The fact is that there are many sites where there are paid and free layouts, yes, I can buy a layout and make it up, but there is a high probability that this layout has already been made by someone else (and maybe it is in the public domain). The customer may accuse me of simply downloading a ready-made project. What should I do? Do I need to contact the designer to make an individual layout?

Honesty and trust in people are, of course, a bit outdated, but still relevant. Seriously, first of all, the portfolio demonstrates the level that you personally can realize. To be honest, even if you downloaded a finished project, but in fact, when ordering, you will give the desired result - does it matter to the customer?
In general, your option to take a free layout and make it up is more than viable.

In the life of a freelancer, it is very important to establish professional contacts. One will give you valuable advice, another order, the third will recommend. The sooner you start doing this, the sooner you start counting conversions and achieve something.
You can start doing these now
Open behance, make a selection of cool layouts and write your offer to their owners. On behance, most of the layouts are concepts (not implemented projects). Or look for those who teach web design courses. The layouts that students make in the classroom are definitely not real projects, and partnerships with designers will always come in handy
. Or find cool studios, freelancers with whom you would like to work and make a profitable offer to them. You can offer to do some part of the layout work in advance, without payment
