Please tell me how and where it is better to find a website developer (programmer).
And most importantly, how to control this person?
This project is being developed for the construction industry, in particular for the production and technical department (PTO).
Objectives of the project:
to keep records of the receipt and consumption of building materials for its further introduction into other forms;
keeping logs of general and special works;
drawing up executive documentation;
accounting of construction works at the facility;
storage of documents in electronic form (jpg, pdf, dfg, word, exlec);
The site will mainly consist of forms and fields that a person will fill out or this data will be taken automatically from another form.

Better - according to the recommendations of those of your friends whose opinion you trust.
Otherwise - freelance exchanges (cheaper than studios).
Or - web studios in your city.
If you yourself are not a specialist and consider it unprofitable to pay for a separate controller, then visually.
Just arrange for it to show visually significant results, say, every other day.

You have TK, stupidly demand work projects of about this level of complexity, ask the candidate to describe which tasks from your TK he performed, which ones are new for him and how quickly / easy it is for him to implement one or another item from the TK. You can always see what a person can and cannot do with such a conversation, talk to 2-3 people and see the difference. The specialist will immediately identify difficult / problematic moments and simple tasks, the rest will either say that it’s generally a trifling matter (self-confident beginners), or everything is incredibly complicated and costs prohibitive money (greedy managers).

Why control a freelancer? Did it - got money, didn't do it - didn't get it, did it faster/better - got more. This is not a construction industry, here you don’t have to pay in advance to cry in front of the foundation pit :)
