Best of all, of course, some kind of modern framework, but this will require financial investments and not quite small ones.
And if the budget is at a minimum and you just want to try how such a thing goes, then it is quite possible to take Wordpress and a template tailored for this. This will be the most budget option.
But you need to keep in mind that if the site reaches some level, you will have to redo it.
I would advise you to use any CMS, preferably a paid one. I do not recommend the use of frameworks, because there will be many problems in the future with site support. It is easier to find a specialist on CMS than on self-writing.
