Is there a ready-made solution for the city portal?

Hello! Interested in the following.
I need a CMS system for a city portal with the following features:
- news engine (main page);
- forum (with features like vBulletin or phpBB);
- video chat/simple chat;
- dating site with many modules;
- Bulletin board;
- online store (OpenCart features);
- names of companies / firms, with the ability to leave a resume for employers;
- video portal (YouTube capabilities);
- the ability to register on an existing mail server (web access);
- the possibility of communication through personal messages throughout the portal;
- all of the above features are needed in one design;
- Mandatory requirement - a common database of users for all sections of the portal.
Please do not delete my question marked "everything is on the Internet", because before asking this question, I looked around and reviewed multiple CMS systems. With these requirements, I did not find anything similar.
The portal will be located on the local network.

The Internet really has everything. Other than the out of the box solution you ask for.
And, there is also Bitrix, where much of what you wrote is out of the box, although the edition will cost quite a lot. There is also Boonex, but I haven't followed this project for a long time. In any case, this is how to take and only pull the design will not work. You have to drink everywhere.
PS: you have test requirements, videos like Youtube, but what about various analyzers, "like in YouTube" should they also be?

Your requirements do not pass under the boxed APK.
For example, video hosting requires a server for serving media data. This is either a custom solution based on a cluster of machines + CDN, or integration with a ready-made solution, for example, with Amazon services for uploading and converting video files.
In other words, your requirements are too broad. CMS does not work in the niche of such clients.
Generally speaking, Bitrix satisfies many requirements. It also has integration with the Amazon CDN out of the box. Of course, you will have to implement the conversion of uploaded video files yourself. Well, the price is far from encouraging.

As for the video portal, only the simplest features are needed:
- video categories;
- possibility of comments;
- the ability to upload / view videos;
- creation of channels/groups.
It's enough.
And about my requirements - the fact of the matter is that not a single existing project complies. Maybe at least there are experts who will help with the choice of CMS, and also tell you about modules, plugins in order to achieve the implementation of most of the requests?
