We need a (simple, it seems to me) program for compiling commercial proposals.
As I see it:
Standard blocks with information are prepared in advance (text and photo) and several blocks where information needs to be entered each time (Name and address of the client, price, delivery time)
When preparing a commercial offer, those blocks that should be in the final document are selected and output to PDF.
Blocks - with standard information - about 60.
Photos - 2 per block, i.e. about 120.
1) I suppose that there is already something ready on the market, if so - share the name :)
(1C does not need to be offered, you need something independent of 1C, you can even speak English).
2) if there is cloud service, we are also ready to consider
3) or do you need to order for yourself? how much would development cost?

Recently released in beta service https://getbeagle.co/ from my favorite Podio. There is also bidsketch, but he does not know how to translate everything into Russian.

The algorithm you described is very similar to preparing a letter template for mailing. The most convenient mechanism for working with templates, in my opinion, is in the mailchimp service.
