Where to post information about a new cross-platform application?

Good day! An application was written to work with link diagrams. Of the features of the application: GPLv3 license, cross-platform (python + qt: windows, linux, maemo, meego), freemind compatibility, joint editing of diagrams, localization (English, Russian, German). How can you attract new users from Russia or foreign countries (maybe even developers)? To be more precise, on which sites should information about the application be placed? Thanks in advance!
PS The application has not been promoted anywhere yet, we are waiting for the stable release to be ready.

There is a nokia OVI shop for Maemo, but I haven't seen any shop for meego, you need to google it. Somehow, applications are installed there, there must be a center, maybe take a look here - wiki.meego.com/MeeGo_Netbook_FAQ#How_do_I_install_applications

Maybe on Habrahabr?) Talk about link diagrams (yes, there is infa in RuNet, but nonetheless) using your program as an example. Maybe a description of some of your know-how and algorithms that have been applied in the program. I'm sure you'll find like-minded people and users :)
As for platforms... Whom is your software written for? Who will use it? I think it makes sense to contact the administration of thematic resources, forums.
