The other day I assembled an assembly for 32000 in citylink. On ryzen 5 1600, 1050ti 4GB, 8Gb RAM, 480GB SSD.
You need to proceed from which monitor and which games you need to play. To begin with, modern video cards do not contain an analog output, and if you have an old monitor, you will have to allocate another 6-8 thousand for a new one. If there is DVI in the monitor, and the resolution is around 1440 * 900 or less, then, in principle, it will work for not the coolest games. But I would take the ryzen 5 1600 - IMHO, now this is the best price / speed ratio.
SSD DEXP should not be taken if they do not give at least a couple of years of warranty.
Here you can save on the case and take the PSU for 400W - enough for the eyes.

After a couple of days of fiddling with the win7 x64 installation, everything worked, and the Windows performance rating showed 7.5, due to the speed of the disk. The rest is 7.8-7.9
The latest furmark 1.20 spins a donut in fullhd around 20fps, the video card almost does not heat up, and the system unit does not make noise.
For games, no way. This is a budget car for a secretary. In gaming computers, the minimum minimorum memory is now 16.
See BU iron that at least something at the minimum would pull 1080p. or you will play 800x600?
The processor will definitely change, at least for a ryzen 5 2600 or 3600,
the video card, in principle, will now pull almost all games, if not ultra, the maximum tone, well, it’s natural to add another 8 GB of RAM
