RAM works at a low frequency, is it supposed to be like that?

There is an Acer laptop , in work it shows that the RAM is running at 800Mhz
lshw result:

*-memory

          слот: Системная плата или материнская плата

             разрядность: 64 bits
             частота: 800MHz (1.2ns)
        *-bank:1

If you google each bar separately, then the declared frequency is 1600MHz, I tried to pull out one, the result is the same. You can't manually set the frequency in the bios.
It seems to me that this is not a healthy situation, or am I misunderstanding something?

@tatu

This is normal: 800 is the real frequency, 1600 is the effective frequency.
