Radio data transmission with Arduino, which solution to apply?

It is required to transfer data wirelessly from one Arduino to another, the features are as follows:
1. range up to 1.5 km (without obstacles)
2. high transfer rate is not required, 5 bytes / sec is enough
3. one-way transmission
4. the transmitter should not be heavier 1 kg and placed in a compact shockproof case (thunder antennas disappear)
5. delay no more than 100 ms (gsm disappears)
6. there may be no mobile communication (gsm disappears altogether)
7. high reliability
8. there are no special requirements for the receiver
Possible solutions .
