Questions about the law on "Personal data"

I have a database for a real estate agency that contains a collection of advertisements collected from newspapers. Only employees of the organization can use the information, the server is physically located in the same office. Does all this fall under the law on "Personal data"?

Any PD falls under this law. It doesn't matter where you got them, the main thing is that you keep them.

The main thing here is "a set of ads collected from newspapers" (c).
Read the Federal Law on the topic of “publicly available” data, especially pay attention to 9.3
Article 9. Consent of the subject of personal data to the processing of their personal data
3.... in the case of processing publicly available personal data, the obligation to prove that the personal data being processed is publicly available rests with the operator.
Secondary here is that advertisements in newspapers can only be loosely classified as PD. There is no direct and unambiguous identification of a person.
