Questions about metadata?

I was reading about metadata and a few questions arose:
>Can metadata be stored in any type of file?
Which ones can't? And which ones can?
>Metadata can simply be viewed by clicking on the properties button (after clicking RMB on the folder) of the folder and opening the "General" tab, or viewing by clicking on the properties button (previously clicking on the photo with RMB) of the photo by opening the "Details" tab.
Is this true? Why are the other 4 tabs not considered metadata(Access,Security,Configuration,Legacy)
And do we need metadata now?(head tag profile attribute)
If it's relevant, I'm on Windows 7.

file metadata (information about who created the files, when, access settings, etc.) have nothing to do with meta tags. None at all. The only thing that unites them is service information.
As for page metadata, this is all the data that is defined in meta tags. At a minimum, you should have the page encoding set there. Also, some meta tags are taken into account when searching, some store parameters for any Facebook or VKontakte, saying where the preview picture is on the page, and where the page description text is (when you insert a link, these services will try to make a beautiful link out of it, with a picture and description ...)
