Measures to restrict access to Internet resources are taken only when materials with signs of violation of the current legislation of the Republic of Kazakhstan are identified. At the same time, we inform you that decisions to restrict access to the Internet resource https://www.nvaccess.org/not accepted by the ministry. Meanwhile, with regard to the Internet resource https://bitbucket.org/ , we inform you that within the framework of the Rules for the interaction of state bodies on compliance with the requirements of the legislation of the Republic of Kazakhstan in telecommunications networks, approved by the Order of the acting. Minister for Investment and Development of the Republic of Kazakhstan dated January 25, 2016 No. 60 (registered with the Ministry of Justice of the Republic of Kazakhstan on February 22, 2016 No. 13157), the Ministry received a letter from the Ministry of Internal Affairs of the Republic of Kazakhstan on the need to take measures in relation to materials containing signs of propaganda of narcotic drugs, including https://bitbucket.org/. Based on the above letter in relation to the Internet resource https://bitbucket.org/The Ministry issued an order to take measures to restrict access for users from the territory of the Republic of Kazakhstan in the manner prescribed by Art. 41-1 of the Law of the Republic of Kazakhstan "On Communications". In case of removal of the material, access to the Internet resource in the territory of the Republic of Kazakhstan will be restored.

what kind of propaganda can there be on the resource for developers? Where can I get links to specific pages due to which the blocking occurs? if these are repositories, maybe the bitbucket administration will go to a meeting and make them private if they are public?

Thank you for getting back to me.
The Ministry of Information and Communications of Kazakhstan, has blocked Bitbucket IPs.
To get this resolved you will need to work with your local ISP.
As a workaround, you can configure a Proxy to route through a different provider or use VPN connection to access Bitbucket from a different network.
Atlassian or Bitbucket, didn't block the IPs from Kazakhstan, this is done on your Government and ISP side.
Please work with them to get this resolved or use the workaround mentioned above.
