Can I duplicate an object with alt to the side, resize it, rotate it, and then repeat all these 3 actions on ctrl+d or is it possible to work with only one step action in Adobe Illustrator?

Only the last action, for all three together you need to record an action.
Rotate and size can be one action, but copy, rotate and size are not.

The result from the video can be achieved in AI through Effect > Distort & Transform > Transform.
