Question about the rules of publications on Habré

I just tried to publish an entry in Habr's personal blog - it doesn't work: it says that there is no karma. If my memory serves me, then earlier karma> 5 was needed for publication only in thematic blogs, and in your personal one - write to your health if karma is greater than zero.
Now I got into the rules - there is not a word about personal blogs, only about collective and corporate ones. Have the rules changed or am I not remembering how it used to be?
How can you publish a topic on Habré now, even if you don’t gain karma by posting to your personal blog?

Personal blogs have been replaced by a Q&A section.
The content of personal blogs has been moved to the new Personal Blogs blog.
That. the publishing algorithm is now as follows:
1. Collect karma in Q&A.
2. We publish in a thematic blog.

Just ran into this problem. Tried to publish my article on Demoscene. The last attempt was in Personal Blogs - and then I accidentally saw this Q&A.
It's a strange thing - for a long time I tried to get here, and once here, I began to look for alternative means for publishing my articles. Minus health.
