Python and Windows do not see voice engines?

downloaded and installed Russian voice engines from elena yakovleva

but neither python nor windows 10 see them, reviewed several times all windows settings related to speech and voice (there is no hint of these engines)

ps 464 stars on the git is probably not bad, but it is far from a guarantee that there are many users of these engines on the toaster. and that they are here at all and often drop by
