Just not IKE. IKE - Internet Key Exchange - key exchange protocol - is used to establish IPSec tunnels (using the ESP protocol for packet transport).
And so - it works only on the way! For example, now I'm sitting at home, and the "My Documents" directory is connected via an IPSec tunnel to a server that is located about five kilometers (if in a straight line) from me ...
The roadwarrior configuration is called. There are many examples on the strongswan website.
