Why does not connect to the distributed Internet if VPN is enabled?

We have:
Android phone, OpenVPN installed, enabled.
Ubuntu Linux
What I'm doing:
With OpenVPN enabled on the phone (the author said that sharing will go outside the VPN), I try to distribute the Internet on the PC.
I found the network, I'm connecting ... and nothing I
'm trying, but I can't even connect to Wi-Fi.
If you turn off OpenVPN and turn it back on, everything will work (even the phone with vpn and the computer in parallel).
But if you turn it off, then during these 10 seconds the phone remains without VPN protection and the traffic goes directly, which is not good.
