Publishing UWP to Microsoft Store?

I'm a bit stumped by the following question:
I have a windows phone developer license. So I filed a UWP application, built a windows phone package, passed verification, and the application is already available for mobile devices in the store. All this is great, but what should I do with the windows package?

• Do I need a separate license for the windows store?
  
• Maybe you need to create a separate application with a similar name and windows package and then it will become available on tablets?
  
• Maybe I'm doing everything wrong and is it possible to create a general package and not for a specific type of device?

The package is one and is available immediately for all devices in the store.
