Publication of the application in the markets for an OFFSHORE company. What problems might arise?

In the context of the topic of the public, there are a number of questions:
1. What difficulties may arise when registering a developer account in apple \ google play for an offshore company?
2. How long will such an account of an offshore firm be verified?
3. Where and in which bank is it better to open a P/C offshore company?
4. What kind of "sticking" can be done by various bodies in Russia. An explanation is needed here, I think.
We want to apply the following scheme:
4.1. There is a firm with registration in Russia. LLC "horns and hooves" (hereinafter referred to as the Firm), which will be the copyright holder of all mobile applications.
4.2. further, there is an offshore company (hereinafter referred to as Offshore), with which the Firm enters into an agreement for the right to distribute its applications. Some kind of distribution agreement.
4.3. under the terms of the agreement, Offshore has the right to do with applications what it wants and for this it pays the Firm a certain amount for use.
4.4. Further, Offshore registers a developer account in apple\google play.
4.5. further Offshore publishes applications. Receives funds received through IAP on his/her P/C.
4.6. Offshore transfers the amount under the agreement with the Firm to the Firm's account.
Question: what problems can arise? Who and what in the Russian state or in Apple \ Google may not like this scheme? Or do not bathe and apply the scheme in action?
