Public offer agreement, Anonymity?

I read a lot. Got a question.
Is an individual entrepreneur obliged to indicate his data in the Public Offer Agreement (used on the website, Internet)?
And what is the anonymity in such entrepreneurial activity? IP Pupkin is not solid, and even more so the big brother is watching us.

A public offer is when a specific person offers something to an indefinite circle of people. Therefore, this particular person must indicate his data (to identify himself). Accordingly, there can be no question of any anonymity here.

Entrepreneurial activity is, by definition, open. Not providing your data is no longer entrepreneurship, but something illegal.

How to demand something when there is only feedback through the mail. Is this a trick or already a hint of illegality?

It was a long time ago. Bought in the Internet-shop horseradish. That is: I placed an order, they called me back, the courier brought the order, received the money. A day later, the crap died.
I climb to the site - and there is only an order form, and no contact information.
I am placing an order again. The girl is calling. Yes, he says, I'm only on orders. I'll inform the manager now, they will call you back for repair / replacement. And silence. And so 3 times ...
I had to spit, throw away the damn thing.
Since then, I have been very careful about what and where I buy.

Regarding the public offer, you have already been answered. I'll add it in turn. if you want solidity, do LLC.
IP, this is for those who are not going to openly and actively promote a company or product (and I omit questions related to the nuances of doing business). So, if you are going to conduct serious business, then you should not limit yourself.
