Prompt a web service for the collective development of an Open Source project
As you may have seen, the E-Government Emulator project is underway. It will require the coordination of a large number of people to develop it. Obviously, this will require something like discussion forums, task assignment systems, polls for voting for a particular feature, etc. Theoretically, you can use, say, a regular forum + megaplan, but maybe there are more complex systems?

Google Wave seems to have been created for this :) True, its fate is still unclear, but it will definitely work until the end of the year.
Task assignment system, wiki, svn, git and more are available at xp-dev.com.

Same as github.com, but cheaper and more free. Offers a wiki and bug tracker (sort of), product blogs, etc.
of the unnamed ones, the Russian devprom.ru
still has kanbanery.com (only a board for Kanban) and targetprocess.com (you will have to wait until the free version is issued, it took me 3-4 days)
