Prompt a web service for the collective development of an Open Source project

As you may have seen, the E-Government Emulator project is underway. It will require the coordination of a large number of people to develop it. Obviously, this will require something like discussion forums, task assignment systems, polls for voting for a particular feature, etc. Theoretically, you can use, say, a regular forum + megaplan, but maybe there are more complex systems?

Google Wave seems to have been created for this :) True, its fate is still unclear, but it will definitely work until the end of the year.
