Similar to Software Center for linux?

I can’t find anywhere even a semblance of the Software Center for linux
The point is that there should be a software directory that the admins themselves will choose and users could install whatever they want from this directory

No problem - make your own package repository. Its settings are registered on users' machines (/etc/apt, /etc/yum and so on), and voila!
Well, you still trust users to install and update packages.
It is done in almost any modern distribution kit, either based on debian or based on rhel.
Moreover, I do it myself, because there are about 300 users under Linux.
