Project management with ownership control, perhaps?

There is an idea - to create a project of the OpenSource type (based on the mechanisms and methodology of OpenSource), which involves many specialists from various IT fields. The project in development is quite capable of becoming commercial. The idea is that the project will belong to everyone who worked on it, on the principles of equity participation.
Are there any tools to keep track of the contribution of all those involved in the project (the effort expended) and to provide guarantees to all participants that their share in the project will remain inviolable in the process of development and the emergence of conflicts?
I researched a lot of bug\task trackers, didn't find anything suitable for the purpose of the project.

1) The composition of the specialists involved in the project will change in dynamics (due to the varying desires and capabilities of people). With a change in the composition of participants, the absence of criteria for measuring their contribution, a different period of participation in the project, it is impossible to ensure the inviolability of the share.
2) Effort expended is a dubious contribution metric. The less effective the specialist, the more effort he spends to obtain the same result.
Tip: Don't look for a bugtracker. Find a group of like-minded people whom you can ignite with your idea. If you light it, you will have someone to talk about shares with. Just don't do it in the early stages. If you do not light it, your idea will not be realized.
