Progressive JPEG DEPRECATED?

The "Progressive" add-on for Export As is missing in the new Photoshop, but it is in the File / Export / Save for Web (Legacy) menu.
Most likely, the Legacy mark in brackets means that in future versions of Photoshop this functionality, and with it the progressive jeep, may disappear ?

Legacy usually means "outdated".
It can mean "why the hell do you need these pens? Do you have a 9600 baud modem to download a 500KB picture for a day?". Something like this.
In the end, you can save to PNG and re-save with the same IrfanView. There is a built-in setting for progressive JPEG and a RIOT plugin, in the interface of which you can evaluate the compression ratio.
