How to remove stripes in a photo?

Faced with the appearance of incomprehensible stripes on the image after uploading to instagram:

Then I started to dig a little back, I processed the image a little before uploading:
Link and it also has stripes, but less noticeable. The stripes appear when the image is scaled down (I scaled it down to 1080px and got wide stripes all over the image, not just the top).
From the effects, I applied inverted pastel and magic glow.

I think you have problems with the editor. I reduce it in Photoshop, apply any effects - everything works, there are no stripes
