Programs do not have access to the network, Avast, DropBox, GoogleDrive What could be the reason?

Browsers, messengers normally go online.
On the example of Avast: if the network cable is not connected at all or the connection has not yet been established, then at least think a little before giving an error:
The online content is unavailable
Please, check your internet connection and try again.
if the connection is normal for other applications, it immediately gives an error without thinking for a moment.
Braudmamaman (you will break the language) Windows is disabled, it costs from Comodo, I turn it off. I also turn it off from autorun.
