Problems with Wifi working on Windows 10, but not on Ubuntu?

I go to Win 10 I
connect to my home Wifi (there are 10 access points in the district)
"I can't connect to this network"
In debugging connections, it showed:

I turn off and turn on adapters
Turn off and turn on Wifi
Nothing helps I
restart the laptop in Ubuntu 18.04
I go in ... and surprisingly the network catches

Is this Windows to blame? If so, what should I do
? If it's not a network congestion, since ubuntu was able to connect, then what?

Win + R → ncpa.cpl → select the wireless adapter (or something like that) with the right button properties → select IP version 4 properties → look what you have there, maybe the adapter is just crookedly configured, for static settings
