Problems with displaying hieroglyphs in Windows 7/8. How to decide?

Pretty annoying bug. At some point in Windows 7/8, support for displaying fonts with hieroglyphs disappears (China, Japan, Korea, the rest have not been tested). In Explorer, notepad, foobar2000, etc. empty squares are visible, which does not look very ... nice, let's say. Temporary solution to remove system32/fntcache.dat. After the reboot, the hieroglyphs are in their places. A day or two later, the same story again.

My Chinese translator never complained about the disappearance of hieroglyphs, we all install updates.
From experience, the problem is more likely in third-party software, someone crap in the font cache.
Compare the list of used software on the system where it disappears, and on the one where it does not disappear.
Well, as a stop-gag, enter
del %windir%\system32\fntcache.dat /y into the kill-font-cache.cmd file and drop
it into programs -> autoload.
