But for key queries, ads are not shown.

You are not shown on the right request, most likely because the bid is low... But you are shown on an untargeted request, perhaps because there is a checkmark next to the “Extended geographic targeting” item, check.
It would also be nice to put all the phrases with the city in order to show exactly only on them. Well, otminusovat unloading search queries. By the way, I highly recommend minus, because apparently the RK has recently begun to appear.

Regarding the lack of impressions for the required request, I join Anatoly's opinion - most likely, the rate is too low. Your ad is shown for queries like "ivan ivan ivanovich lawyer tiraspol" because you didn't downvote the words ivanov, ivan, ivanovich, tiraspol.
You wrote that your keywords have the following structure: "criminal lawyer *city where you want to show ads*". Did you know that you need to specify the city in which you want to show ads in the campaign parameters? The fact that you write the name of the city at the end of the key will not lead to ad impressions in that city. Moreover, you cut off a huge audience because of such narrow keys.
I advise you to take some normal course on context setting. For example, from a monster envelope or entrust the setup of the pk to a specialist, because, as I see from the request, you are not one of them.
