Problems with authorization in the provider's network?

Hello. I work in the technical support of the provider.
The job is to set up the final equipment and maintain the "last mile".
Recently, in our area, subscribers have been massively complaining about disconnections.
At the time of the break, various connection errors pop up (720, 736, 734, 651, 691).
After several attempts to log in, everything starts working.
Using Wireshark, you can see that at the time of the break, the root switch initiates a PADT packet, thereby breaking the connection. Why is this happening?

Someone from the network sends PADT packets to reset the session, with the substitution of any session ID, the main thing is not their own. Catch a young hacker who loves speed :)
